Windows 10: Latest windows update March/23 caused stopcode: KMODE EXCEMPTION NOT HANDLED - I'm stuck in...

I have a laptop running Windows 10. After a few days away, I opened my laptop yesterday and saw that Windows needed to update it was up to date prior to this latest update. I started the update. The update proceeded for a while, then this message appeared: "Recovery. It looks like Windows didn't load correctly. If you'd like to restart and try again, choose "Restart my PC" below. Otherwise, choose "See advanced repair options..." I chose "Restart my Computer". Restart began, "Welcome...", then ": Your device ran into a problem and needs to restart... Stop code: KMODE EXCEPTION NOT

Has anyone had this problem? My HP won't let me even boot to safe mode. When it is powered on it gives manufacturer name with spinning circles then sits for several minutes when the spinning dots then black screen for about 20 or 30 minutes then I get
the BSOD with the following error code. It tells me to go to www.microsoft.com/stopcode and then says the stopcode is KMODE EXEPTION NOT HANDLED. The computer won't go farther than that. It ends in a BSOD and won't even let me into the bios to change the
boot sequence or get to the Safemode launching option.

Windows 10 - KMODE exception not handled

I am using windows 10 and the problem occurred after the anniversary update. I am using a Dell Inspiron computer. The error is stopcode "KMODE exception not handled"
