Windows 10: Latvian Standard keyboard layout has stopped working correctly

Ever since Microsoft added the Latvian Standard keyboard layout, it has used the single quote key ' as a dead key to add accents to various Latvian letters āēīūšģķļžčņ.Now, however, this feature has stopped working, making this layout functionally identical to the Latvian QWERTY layout, where a press of the Left Alt key is used for diacritical marks. Usually on the Latvian Standard layout both Left Alt AND the quote key could serve this purpose.This bug appeared recently on one of my computers Windows 10, today on an another Windows 11, and a friend is reporting the same issue

Ever since Microsoft added the Latvian (Standard) keyboard layout, it has used the single quote key (') as a dead key to add accents to various Latvian letters (āēīūšģķļžčņ).

Now, however, this feature has stopped working, making this layout functionally identical to the Latvian (QWERTY) layout, where a press of the Left Alt key is used for diacritical marks. (Usually on the Latvian (Standard) layout both Left Alt AND the quote key could serve this purpose.)

This bug appeared recently on one of my computers (Windows 10), today on an another (Windows 11), and a friend is reporting the same issue on a completely separate system (Windows 10). No modifications to any of these systems were made, and we have made sure that the correct keyboard layout is selected.

Additional info: when the quote key is pressed ONCE, it immediately outputs two single quotes (''), which is contrary to the usual behavior of this key, where two consecutive presses of it are needed and result in two single quotes, while a single press outputs no characters and only modifies the next letter pressed with a diacritic. Internet searches report this as often unwanted behavior for the International US keyboard layout, but I would like to reiterate, that this is the exact behavior that I do need and have used without problem for multiple years.

Also - a thing I just noticed - this keyboard layout WORKS IN THE START MENU!!! It just doesn't in any application.

How do I fix this issue?

I understand that you are having trouble typing accents with the standard Latvian keyboard.



Since I'm not familiar with Latvian, I installed this keyboard based on a search on the web, you can check to see if it's the one you're using.





I use this keyboard to click the single quote key and the computer will not input any characters, after I type a letter such as a, then I get ā, when I type the single quote key twice, the result is two quotes' ', which is the same as the theoretical result for this layout.



We tried it in the search box, Edge and got the same result.





So it seems that this problem may be caused by your settings or keyboard layout problems.



You can try removing and re-adding the keyboard layout to see if that fixes the problem.

Latvian (Standard) keyboard layout has stopped working correctly

I am experiencing exactly the same problem - I have tried everything and this is driving me crazy now. PC reset does not help at all, neither does any of the other suggestions above - I have removed and re-added the keyboard now 20-30 times, it is of no help. Please suggest a solution that works.
