Windows 10: League Of Legends FPS Problem

So, for the past like, I want to say 2 weeks now, I have had a Massive Drop in frames whenever I try playing League of Legends Hovering around 12-15even after changing all the graphics to as low as possible and turning off sound. I have an Intel Core i7-3770K CPU that running on 3.5 GHz when I tested it, and its only at 20%. I'm not the most technically savvy guy out there so that's not helping a whole lot, but I've done what I have seen that might have been making the issue, including: Completely uninstalling and reinstalling the game multiple times now, updating windows on my PC, makin

Everything except the store works on League of Legends. Could you help me with this? I tried reinstalling, putting League in the exception list, configuring my firewall, using a wired connection, using a VPN, restoring data, Release/Renewing
my computers network, resincing my clock and switching to a public DNS. I don't see what I could do more. Can you help me out?

 

League Of Legends Windows 10

I have just updated to Windows 10 from Windows 8.1 and tried to play League of Legends but I keep getting around 2 fps when i usually got around 110 fps. I restarted my laptop and it warned me i wouldn't be able to downgrade to 8.1 after. Restarting it
did nothing and I'm not able to play other game as well because of the fps. Please help.
