Windows 10: Legacy Balloon Notifications are Toast! bad pun

TL;DR

Hello, we recently upgraded our office from Windows 7 to Windows 10 and, among other things, we've lost our Print Notifications. Previously, we would get a pop-up balloon/bubble in the lower right system tray whenever a print job was sent to the printer. Since upgrading to Windows 10, we seem to have lost that! It really is a big deal for our office as 90% of our workers cannot see or even hear the printer, so without that notification, we are not sure if the file was printed or not.


We have printers connected to some computers via USB that are not shared and the majority of our printers are shared through our Active Directory server only one is being , however NONE of them show the print notification.


I went into the local "gpedit.msc" and enabled the "Disable showing balloon notifications as toasts" which did start showing balloon notifications for most things USB stick identification, Java update available notifications, Symantec blocked _____ notifications, etc. but still no notification when the a print job is being dealt with.


I also tried deleting and re-adding the 32-bit DWORD value named "EnableLegacyBalloonNotifications" in the registry key: HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Windows\Explorer

Which also did not work.


I also checked on our print server, that the properties were set to "Show notifications on Local AND Network printers" which didn't help either. - I unchecked them, saved and then re-checked them too - nothing changed.


I have been attacking this beast for a few weeks now to no avail. How many other spots are there to check? I am just really exhausted at try to preserve my windows experience when Windows is trying even harder to replace all things familiar with absolute ****. . .


Short & Sweet:

After finally figuring out how to enable legacy balloon notifications, we still do not get ANY notification of a print job.

Windows Server 2016

Windows 10 Pro 1903

HP M602 / M604 / M607/ P4015 / CP2025


* Note - due to other program compatibility issues, changing the printer drivers is not a viable solution - nor should it be the root cause as the notifications appeared just fine prior to Windows 10 using the same drivers. However, worth noting, an article I read showed that their HP printer had a spot in it's preferences to enable/disable notifications, however following their steps to the correct menu, none of our printers showed that preference.

You can disable the Windows 10 notifications and change to the old balloon messages, it requires a registry fix
