Windows 10: Lenovo UEFI System Firmware 1.24 keeps asking for restart

On my windows 10 after a windows update my computer keeps asking me to restart to finish configuration of my computer.I've tried multiple restarts and running the windows update troubleshooter. Is there a way I can restart the update or similar, since something must have gone wrong in the first update.

Attempts to install the UEFI firmware through the Surface Installer and manually in the device manager have installed the driver but the firmware does not install upon restarting. After restarting twice, the driver reports that it is a different version than firmware on the device and stops presenting an option to restart.

Installing Surface Pro Firmware with WinPE on a USB drive also does not result in the UEFI firmware being installed, though another firmware update successfully applied via this process the first time the device rebooted from WinPE.

The driver can be rolled back to the version which matches the actual version of the firmware.

Searches on other forums suggest that when this occurs, that the device is defective and needs to be replaced by Microsoft.

I did have UEFI Firmware Settings under settings / update and security / recovery / advanced startup - restart now

and then under troubleshooting /advanced

but it is no longer listed... how can I get the UEFI Firmware settings back into recovery?

Are you referring to restarting into UEFI firmware as shown here:

This requires having a UEFI BIOS, and a UEFI install.

Do you have a UEFI BIOS and is WIndows installed in UEFI mode? You can check this in System Information under UEFI mode.

You can also try entering into UEFI/BIOS Setup as shown here:

If you see UEFI Settings like UEFI, CSM and Secure Boot but it's not installed in UEFI Mode then I'd seriously consider reinstalling Windows in UEFI mode, using the latest bootable media, booting it as a UEFI device, deleting all partitions down to Unallocated
Space to reset the formatting, then click Next to auto-create and -format the needed partitions and begin - this makes it foolproof.
