Windows 10: Lights on but not functioning mouse

Shows driver is installing, I tried restarting and update driver for mouse. Both of the steps won't work, tried in other laptop and it works fine, what might be the problem?

Hi , I just bought a new rgb mouse.

I want to use it on my computer and it lights up, however it is not moving I see that it's showing driver is installing, I tried restarting and update driver for mouse. Both of the steps won't work, I also tried using the mouse on my laptop and it works fine, what might be the problem?

Incorrect mouse functioning.

I have no functioning mouse or keyboard. How can I correct this issue without any of the usb ports communicating with any device inserted? They are providing power but nothing is being installed like normal. windows 10 64 hp pavillion 1110 series. I have
tried all the steps people have listed and none are correcting the issue.
