Windows 10: link to windows does not have phone screen option despite supported device.

hi everyone. i used to use link to windows app a lot esp on windows 10 with no problem but now i have a big problem.my devices are surface book 2 13 inch model with windows 11 pro 22h2 and my phone is Samsung Galaxy s10e SM-G970F android version 12 one ui 4.1.the problem is i used to have the link to windows app installed and integrated with my phone but after a while it suddenly disappeared and i had to install it from google play store. but after that it doesn't have all the features it used to, for example it used to have the Phone screen option, or cross device copy/paste but now i only

i tried changing my Rom to another region but that didn't work either.

and as listed in microsoft website, my phone supports these features.

Stop Windows 10 from asking to link phone to computer

Besides Group Policy, what other ways have you tried ?
Do you utilize Shared experiences, Share across devices ?

Unlink your phone from your PC running Windows 10, use these steps:

• Open Settings.
• Click on Phone.
• Click the Unlink this PC option. Unlink your phone from computer.
• Click the Home button.
• Click on Devices.
• Click on Bluetooth & other devices.
• Select your phone.
• Click the Remove device button.

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
