Windows 10: Link to Windows/Phone Link Won't Work During Cable Internet Outage

We had a cable outage here an hour ago, lasting about 40 minutes.During that time, I tried to use my phone screen on my PC, but found that Phone Link would not connect.Later, when the cable outage was resolved, Phone Link is working again.Since my phone is connected on the same LAN router and my PC, I don't understand why an internet outage on the cable side would prevent it from working. It seems that Phone Link has to "phone home" to Microsoft over the internet before it lets me access my own device.Is that true? How can I use Phone Link when the internet is down?

Your Phone App - Link to Windows not working

Has anyone found the secret to getting the Your Phone - Link to Windows App working correctly?
Looking at the number of posts in other forums saying they have problems there is clearly a major issue with this App. It's a pity because it used to work quite well before recent Windows updates.
Basically my phone (Samsung A515) will connect to Your Phone on my PC and I can see the headers of Notifications on my PC. If I try to read Messages or access Photos or open Desktop Apps it says I need permissions and asks me to click on a link to send a permission request to my phone. It never arrives. I don't see any permission request. Also it doesn't say what permissions are missing nor how to enable them.
The response from MS is always to ensure that your phone and PC Apps are at the latest version (they are). I suspect there is a major bug in this App, yet others seem to suggest that it does work. Hopelessly confused.

• Is this issue occurring with all links or specific link?
• Have you tried accessing through any other devices?
• Which email account you are using?

Please try the same with Internet Explorer safe mode and check if the issue persists or not:

• Press Windows key+ R command to open.
• Then type iexplore –extoff and click Enter.
• Then Internet Explorer will open in safe mode.

• Have you tried to reset the settings of your Internet Explorer?
