Windows 10: Link to Windows still sending data to Phone Link when turned off

I've been using Phone Link for over 6 months now, primarily as a way to quickly send photos from my phone to my laptop. Recently I've noticed a rather strange and concerning issue with the service.I use a Samsung Galaxy S9, Android version 10, and an Asus Vivobook running Windows 10. Link to Windows comes built into my phone.I typically keep Link to Windows turned off everyday, since it seems unnecessary for my use case. What I've found concerning, however, is that randomly a few times a week my laptop receives a notification via Phone Link, coming from my phone, even when Link to Windows is

Your Phone App - Link to Windows not working

Has anyone found the secret to getting the Your Phone - Link to Windows App working correctly?
Looking at the number of posts in other forums saying they have problems there is clearly a major issue with this App. It's a pity because it used to work quite well before recent Windows updates.
Basically my phone (Samsung A515) will connect to Your Phone on my PC and I can see the headers of Notifications on my PC. If I try to read Messages or access Photos or open Desktop Apps it says I need permissions and asks me to click on a link to send a permission request to my phone. It never arrives. I don't see any permission request. Also it doesn't say what permissions are missing nor how to enable them.
The response from MS is always to ensure that your phone and PC Apps are at the latest version (they are). I suspect there is a major bug in this App, yet others seem to suggest that it does work. Hopelessly confused.

Linking phone to PC

No, not that, I mean Settings -> Phone -> Add a phone. The windows asks for mobile number to send me an SMS with a link to the app. The window says: "Standard SMS rates apply." I'm not asking about the later use of the service through mobile data, I'm
asking about the SMS rates in the first step.
