How is the iPhone connected to the laptop?

We would suggest you to try the steps mentioned in the link

Transfer photos and videos from your iPhone, iPad, or iPod touch

Laptop not accepting iPhone hotpspot

1. Do you see the network (Hotspot) name under available networks?
2. Are you able to connect any other Windows computer with your iPhone?
   
3. When you say ‘I recently upgraded my phone’, do you mean that it is a new device and you are trying to connect it for the first time?

If it is not a new device and you were able to connect your Windows PC with it before it was updated, I would suggest to remove the network from known networks and try to reconnect.
