Windows 10: Live chat not working

Each time I try to log into live chat I get this error message:Service request 7910000283 is not owned by you.I am unable to live chat and I have tried calling the support hotline which just tells me to contact live chat.

Microsoft Live Chat Support or Help with Issue

Getting to an agent via Live Chat took me over an hour and was extremely convoluted *Confused. So much so that I honestly cannot recall all the steps I took. I believe their system is designed to have one go on a 'treasure hunt' as all other sites with live chat have that little chat pop-up.

My Facebook Chat remains offline

• My facebook and google contacts remains offline in my phone instead of a good internet connection and the settings switched to available and recommended one.
  
  I have already tried most of the suggestions posted in the community related to the very problem, but unfortunately none of them are working.
• I am also unable to switch my facebook chat in live messenger to online; however the problem is not with the Google chat in the live id.
  
  I can switch my Google chat to online and offline as many times I want, but can't do the same with my Facebook chat.
• kindly give me a working suggestion.
