Windows 10: Loading cursor 'stuttering' while PC working on optimal condition

Since this morning my computer's cursor has been acting weird, I cannot upload a video of it but it basically 'stutters' or blinks fastly as if the computer dell inspiron 14 pro, 2023 was processing something.It does not go slower or anything, but it is rather annoying and distracting.The task manager does not show any process working while the wheel is going, neither does the computer slow down or anything as i have mentioned before. I have of course restarted it many times and there's no start applications enabled.Any clue on what this could be would be greatly appreciated.

cursor stuttering

my cursor stutters when a software is lagging. and its very annoying especially when playing minecraft bedrock. the cursor just stutters for a split second and goes back to normal. this happens so many times

 

Cursor stutters constantly with the loading circle next to it

After downloading the windows 10 update my cursor started stuttering, what I mean by this is its constantly blinking and has the loading circle next to it. It's driving me crazy, and it also makes anything I select stutter! I've tried just about everything
from going to troubleshooting, to disabling and re-enabling the driver, and going through all the settings. I'm at my wits end and thinking about returning to windows 8. Is anyone else having this problem with windows 10? Does anyone know how to fix it? Please
help!

  In optimization schedule
  
•
