Windows 10: Locked at 100/100 despite adapter, cable, and isp supporting 1Gb

Hey all, happy Saturday. I'm scratching my head over this one. I was using WiFi however transitioned over to a wired connection. Using the same adapter, same cat7 cable, and same internet when I plugged it directly into the modem I was seeing speedtest results of around 700-780 Mbps down. Once I completed both the router setup and other computers, when I plugged into the router I noticed a drop down to around 80Mbps. Using the lovely 'check adapter speed' article here I saw my adapter was only allowing 100/100. Nothing hardware wise has changed and no updates I noticed. Odd, so I thought well let's isolate that variable and plug directly into the modem again. Unlike the last time there was no 700Mbps down instead I'm seeing (80Mbps). I should inject here now that I have another PC connected to the router and it is receiving between 500-700Mbps with the cat6a cable I used to test to see if my cat7 cable was maybe damaged in the setup process. I used that cable and plugged into that same router port and cannot get back to the speeds I was getting. Its stuck at 80. This leads me to believe it isn't a router issue, it isn't a cable issue, something is going on with the adapter/settings/PC level. I searched the forum here and tried everything I could find which includes: Setting data usage to UnlimitedEnsuring no metered connection is setUninstalling the device then scanning and reinstallingDownloading the utility and driver for the network adapterResetting my pcReseating the cable on both endsTrying a new cable (thought cat6a vs my current cat7 so not exactly 1:1)Dumping my IP and then renewing Tried everything I saw in other posts, searched Google to no avail, but for some reason my adapter (which supports 1Gbps) is throttling at 100/100. I thought perhaps the wireless adapter was causing an issue...disabled it and then restarted. No help there. I'm not opposed to buying a new adapter as there's a pci slot available but it seems silly since the native hardware supports it. Any help you guys can provide would be greatly appreciated. I've spent the past 3 hours back and forth between Google, the threads here and on other forums, and I'm just lost. Clean install, disk usage at 100%

I've seen that article. and I am in fact not running that driver. I followed the steps and it does not appear in the list.

 

20h2 update freezes at 100%

At which step does it freeze?

I'm on a low bandwidth ISP and have been seeing my 'Downloading...' step SAY 100% but clearly there's still some serious network traffic down that continues for another 15 minutes. It helps to know it's really not stuck, and this Download 100% message is premature.

Check Performance Monitor if it is the Download step.
