Windows 10: Locked out and stuck on "PIN isn't available." Tried deleting NCG and Microsoft account...

Family members laptop HP if that helps one day just locked up saying the PIN wasn't available. The Microsoft account recovery method never sent out the codes or just looped us back to the start of the recovery process. Tried a system restore while keeping files and tried deleting NCG, which in the end may have made it worse. tried enabling hidden admin account, but it won't even show up. There are a lot of very important passwords and accounts stored on there needed just for living so any solution aside from factory reset would be greater than greatly appreciated.

Printer isn´t working after latest update.

After the latest update from Windows, my Canon Pixma ip6600 printer isnt working. In Device Manager it shows up as working properly but when I go to print it isn´t listed as an option in any programs. Troubleshoot suggests it´s a USB 2 printer on a USB
3 port and that that´s the problem but that cant be since it worked fine before the update. I´ve tried to uninstall and plug it back in but that doesn´t work either.

If this doesn't work, there are other procedures available to consider.
--- Some of them include registry changes.
--- Are you familiar with working in the registry?

BTW, have you saved your data along with a system image backup ready?
