Windows 10: Locked out of my PC. Password not working

So usually i log into my PC with my pin, but it's saying "Something happened and your PIN isn't available. Click to set up your PIN again." But when I click on it it doesn't do anything. I've tried changing my microsoft password from my phone but that doesn't work, and clicking on "I forgot my password" does nothing for me either. I've tried restarting my computer multiple times and cannot find a solution online, help

• Click Accounts; then, Sign-In Options.
• Tap the Change button in the Password section.
• Re-enter your password; then, create a new password.

We appreciate the details that you've provided. We suggest that you remove the lock screen password by following the steps below:

• On the Windows search bar, type in Netplwiz and select the top most result.This window gives you access to Windows user accounts and many password controls.
• Right at the top is a checkmark next to the option labeled Users must enter a username and password to use this computer.
  Uncheck that.
• Click Apply and it will prompt you for your current password. Enter it twice. The next time you reboot, or your PC wakes up from a nap, you’ll no longer need to type in your password.

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!
