Windows 10: Locked Out Voice saying to call Microsoft

My mothers computer locked up and it is blasting a message saying that her IP address was used without her knowledge to access sites with identity theft or something like that. It says do not turn off your computer and please call Microsoft support and it gives a number. I’m trying to reach Microsoft but it doesn’t seem to be working out. I’ve never heard of this. Any suggestions?

Are there any other voices for Narrator in the Ease of Access in Windows 10?

• Create or sign into your exisiting
  Microsoft account.
• On the start screen, swipe left, and tap Cortana.
• Follow the instructions shown on your phone.
  
  Note: To turn off Cortana, open Cortana > Menu > Settings > Turn off.

To open apps using voice commands, follow these steps:

• On the start screen, swipe left, and tap Cortana.
• Tap the microphone.
• Say "open" followed by the name of the application.
• Answer any clarifying questions from Cortana.

To use voice dialing to call a contact, follow these steps:

• On the start screen, swipe left, and tap Cortana.
• Tap the microphone.
• Say "call" followed by the name of the contact.
• Answer any clarifying questions from Cortana.

To write and send a text message (SMS) using voice commands, follow these steps:

• On the start screen, swipe left, and tap Cortana.
• Tap the microphone.
• Say "text message."
• Answer any clarifying questions from Cortana create and send message.

I would suggest you to run the run the inbuilt app troubleshooter.

Follow the steps:

• 
  Press “Windows” + “X” and select Control Panel.
  
• 
  Select Troubleshooting and select View all on left hand side of the screen.
  
• 
  Select the Windows Store App and follow the instruction to troubleshoot.
