Windows 10: lockoustatus.exe tool does not match active directory search with PowerShell

I did quite a bit of research online about this issue and I can't seem to find a definitive answer so I'm asking over here in case someone might know the answer. Basically, when I use the Microsoft lockoutstatus.exe tool, an account will say locked out even past the 30 minute lockout timer in our domain. but when I run a command in PowerShell to check such as:get-aduser MyUserName -server Server -Properties * Select-Object LockedOutit will say the account is not locked - even when I specify the specific server that is saying it's locked in the domain. Thinking this is a glitch with LockoutSt

Just to verify, do you have any scheduled tasks that uses Powershell? Scheduled tasks makes Powershell window appear periodically on your computer, therefore we suggest that you check the Task Scheduler. Here are the steps:

• Click on Start.
• In the search bar, type Task Scheduler and click on
  
  Task Scheduler in the results.
• Under Active Tasks, check for any tasks that use Powershell and the scheduled time.

If the issue still persist, we suggest that you run a Windows Defender scan to see if it will pick up any malware that the first scan missed.

i am trying to install Active Directory

Yes, I have gone here several times already. However, whenever I select the "RSAT: Active Directory Domain Services and Lightweight Directory Tools" it attempts to install but nothing. When I check the Windows Administrative Tools, there is no Active Directory
in the list. I have tried running it via command line as an administrator, and PowerShell but still nothing shows up. I may need to re-image this computer? Thanks for responding!

How can we get the Active Directory Search tool in Windows 10? I need to verify Windows accounts by searching AD, and don't find the AD search tool anymore. It used to appear as an icon of a small gold colored book. For my job, I have to
be able to look up windows groups, and users. We just upgraded to Windows 10. Thanks,
