Windows 10: Login Loop after upgrade from Windows 7

We upgraded a few machines from Windows 7 to Windows 10 1909 (also tried 1903) and are having a strange problem.

After the update, it logs in fine and all the programs run - everything looks great. After the first reboot, it goes into a login loop where you hit ctrl-alt-del, accept the company message, type in a password or other username, and it immediately loops back to ctrl-alt-del.

It doesn't matter what password you put in. It doesn't matter whether the account is local or domain.

I've rebooted into safe mode, which works fine, but I can't tell what's happening. SFC scannow shows nothing, dism repair completes and scanning says nothing is wrong.

The only thing I've found is that during the first boot, you can't remote desktop to it because winlogon.exe crashes (event id 1000 Faulting application name: winlogon.exe, version: 10.0.18362.449, Faulting module name: usermgrcli.dll, version: 10.0.18362. Exception code: 0xc0000005 Fault offset: 0x00000000000013f3 Faulting process id: 0x50f8)

Any ideas?

I had tried a diagnostic startup at one point which also wasn't working - only safe mode was working. But that was with the 1903 image and not the 1909, if that even makes a difference.

Any help would be greatly appreciated!

Windows 10 Login Crash Loop

• Which screen are you referring to?
• Are you able to login to Desktop?
• Are you able to see the login screen?

The power icon referred in the steps is present at the login screen. If you are able to see the login screen where you enter the password to go to Desktop, then you need to follow those steps. These steps to be followed if you are able to reach to
login screen but unable to go to Desktop.

Windows 10 login screen loop

I have this same looping login screen problem. I ran SFC and found no violations. I still can't get into windows past the login screen. Selecting the lower left icon just loops back to the same picture screen. Multiple ctrl/alt/delete just loops. Repairing
Windows from a boot media didn't help either. Anyone have other suggestions?
