Windows 10: LogTransport2.exe application unable to start correctly error shutting down the computer

hi,I have an issue with Adobe. I get the following message when shutting down my computer. LogTransport2.exe application unable to start correctly. Repaired Adobe Acrobat but same issue. When I go to the privacy settings in the Adobe website to access Desktop app usage, I get an error message as in the screenshot. Will not let me access, Yes, I'd like to share information on how I use Adobe desktop apps. How can I fix the issue?

Logtransport2 error crashed my PC - whtever that is

I've never seen this before. But out of the blue, my computer just started shutting down and an error message popped up that said something like logtransport2.exe error. I did a search for this error and it seems to be somehow tied to Adobe but none of the sites that offered solutions or explanations looked safe to click on.

So does anyone know what this error is and how to fix it? My computer has been a bit wonky for a few days where the screens would seem to refresh and the computer would hiccup ever so briefly causing everything to freeze for a second.

So any thoughts or suggestions would be welcome. Thanks.

i am getting this error when i start a application DialogDevi

 

VendorAPIRun64.exe Application error "unable to start correctly(0xc0000142)

during the install of the free windows 10 upgrade on my daughter's windows 8.1 system. during one of the system restarts, the upgrade installs have quit and with a white screen, the only message that has apreared is "VendorAPIRun64.exe Application error"
"unable to start correctly(0xc0000142)"

she can not accomplish any activity, what should we do to resolve this issue
