Windows 10: Long Black Screen After Login and Problem with opening Start Menu after Resetting PC

When I'm resetting my PC with Windows Defender, It's work normal. But when finished (and login to windows), the screen it's just black, no start menu, no desktop for about 10 minutes and then the start menu with the desktop appears. But again, when I click start menu, nothing happen. I've tried to open windows defender and settings but nothing appears. Then I decided to go to safe mode and try that again, but nothing appears again. In safe mode, i open cmd and run sfc /scannow but it's say Windows Resource Protection did not found any violation. It's wierd. Then I restarting my PC about 3 times, but it's same like before. I want to rollback my PC but I can't go to setting to rollback my change, i then go to control panel to rollback, but it says no restore point. In this point, i open cmd again and run sfc /scannow again, but when it's 14% completed my start menu suddenly can open. I think this resolved my problem, but when it 100% completed, just like before, it says Windows Resource Protection did not found any violation. I don't know what happen to my PC. I'm afraid if when I turn off my PC and turn on again, it will same like before.

  F5 for Safe Mode with Networking.

Long boot start / black screen before login

My problem is not that I cant boot my PC/system. My problem is I have a blank/black screen for 30 seconds before the Windows login screen!
