Windows 10: Long term mail/Xbox controller bug.

For quite some time ( before windows10) there has been an ongoing bug. If I plug in my Xbox controller (both off brand and official) via usb to play a game then return to windows unplug the controller and open mail it will act like the controller is being used to shift postitions in the mail frame with the joystick being held in a left or down position. Even using the mouse will not override this and until I reboot my computer mail is unusable. Again the controller is not even plugged in at this time. I’ve also gone into calibrations for the joystick and increased the “center” position but it does not fix the problem

Can’t connect Xbox one controller to pc
