Newbie, looking for new graphics card.

I am currently having problems with my 4870s noise.
In my honest opinion, its just too damn loud.

Getting to the point, i am looking for a new video card that is
    • Quiet/silent
    • Decent power
    • around 120 dollars or less.
    • Dual dvi outputs for 2 monitors
    • Easy/Low maintenance
    • Not a puzzle to install
Im going to buy a new video card very soon, so any suggestions would be greatly appreciated!

Mitsubishi Intros A Pair of New DiamondCrysta Wide Series Monitors

Looks like they are IPS, but is it true that they are fully 120Hz compliant? I see they seem to list Dual Link DVI connections but I'm confused by the diagram that suggests the monitor internally generates the extra frames. *Confused Looking for a new monitor

Overclocking / Undervolting guide for Vega 56 or 64?

    Here's a quick laundry list:

List of software to use for overclocking and testing
    Examples:
Wattman (and how to find and use it, like an overview, including profiles)
Unigine Valley or Heaven (use this for quick testing while changing settings in Wattman and checking for stability / artifacts) ...just suggesting this
How to monitor cores / mem speeds and temps during testing (I've seen screen overlays, and others using GPUz)

    Step-by step overclocking in Wattman
    Fan speeds
    Power limit
    Temp limit
    Voltages
    Core speeds
    Memory speeds
