Windows 10: Loop blue after restart from msconfig

I have a problem after setting msconfig about memory from 0 to 16gb and I can't access winre by repeatedly turning it off and on or even by hotkey. After windows logo it takes only 1 sec to go to blue screen.

Random BSOD particularly when idling - Kernel Power Event 41

I did steps 1 through 7, I thought it was funny that I did not get the message to tell me I needed to restart the machine for the changes to take effect. So I open the menu for tasks clicked on the power icon and clicked on "restart," the machine froze immediately, forcing a hardboot. After the shutdown I restarted it, went back to "msconfig" and rechecked all the settings and saw I had to unclick the box in the first step and did that. Everything else was good. I clicked on restart again, using the same steps I did previously.....the machine proceeded on the restart, however, it has been on restart for about 20 minutes now, it seems to be on an infinite loop on restart. It never gets there.

Any suggestions?
