Windows 10: Looping in "Intall Windows" after resting the computer

I reset my HP laptop to hopefully fix the action center/notification that keeps on popping up. After resetting to remove all files, I restarted the computer and there is an error with Install Windows: The computer restarted unexpectedly or encountered an unexpected error. Windows Installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation.I clicked "OK" but it just keep on looping to restart with the same error.

• Have you checked if the hard disk is set as first boot device in the BIOS?
• Which version of Windows is installed on the computer?
• What did the HP supported suggested you to fix the issue?
