Windows 10: losing access to certain folders as the only user and administrator of said computer

Hi im on Windows10 and as of late i've been noticing through my attemps at instaling anything through steam that i dont have access to the file where it gets instaled and therefore lost the ability to play any of my games. this situation is also happening to certain random files in my computer. It says that i dont have permition to open said files in question even tho i am the administrator and the only user of this computer. Some files allow me to access after asking for administrator permition but some ask me to change the ownership of the files. how did this even happen? The steamlibrary fo

Do let us know the complete error code/ error message of this issue?

As you have tried with providing the permissions to each folder and issue persists after the restart, try the below and check if it helps.

Step 1: Try to disable the third party anti-virus software if installed any and check.

Step 2: As, as a work around, I suggest you to enable the built-in administrator account and check if this issue persists.

Steps to enable Built-in administrator.

• • Press Windows + X key together on your desktop screen.
  • Click on Command Prompt (admin) to open Command Prompt.
    
  • Type the following command and hit Enter:

• net user administrator /active: yes (Check for the spaces)

　　　4. Now log off from the current user and try to login to the administrator account that is enabled.　　

Note: Please follow the same steps and type net user administrator /active: no to disable admin account after the troubleshooting is done.

folder creation and sharing, i want to create an admin user that have only permission to modify folders and file but not have domain admin access.

Step 1: Create a new user account
