Windows 10: Lost start menu and windows apps transparency after windows 10 version 1909 update.

A day ago I updated my windows 10, to version 1909, build 18363.535. And i started noticing things with colors weird, firstly in Light theme icons are dark and vice versa, but saw on youtube, it's a part of the update, but everyone is having transparency in start menu and settings, but i'm getting pure grey or white in new update. Also is "Make start, taskbar and action center transparent" option missin from settings, when i click on enable "transparency effects" only the taskbar gets transparent, nothing else.

Tried the fist no dice. Even tried uninstalling Kasperski still no go
