Windows 10: macbook with window system not able to start with extremly loud fan

So basically, I started my MacBook 2015 air this morning, and the fan just started to go crazy, to the point it sounded like an airplane taken off not even joking it sounds way louder than usual, and when I try to start nothing happened is just a black screen. after that, I decided to search for this problem on google but they told me to do the shift control option and power button, it did work and the fan stopped, but when you repress the power button to start the computer the loud fan sound turned on again, and after you hold the power button for a while, a window automatically repairs p

computer blue screened saying it overheated started back up fan on cpu was really loud.

dell dimension 4600c

thinking it jsut needs a new fan, checked bios doesnt seem to be anything in there about fan speed/temperatures/power management

looking for any possible suggestions before i order a new fan for the thing.

 

Fan running loud on brand new desktop computer

The first day was fine. Second day, fan is loud and seems to be running at full speed. Didn't load anything yet. So far I like Windows 10 after having Windows 7, but I hate the fan noise. Any and all suggestions greatly appreciated.
