Windows 10: Machine continuously tries to install Windows 11 when it doesn't meet requirements disk at 100%

My computer's hard drive is constantly at 100%. I finally figured out that the computer is constantly downloading the latest update to try and upgrade to Windows 11 after reinstalling Windows 10 and going through the updates... again. However my computer does not have TPM 2.0. The upgrade fails and then it starts the download all over again and then tries to install again. This has been going on for, it seems like months. I can't do anything on my computer. I tried to disable the Windows Update Service, but it eventually turned itself back on, I tried to add a registry entry to keep itself f

100% disk usage bug - tried everything online - FIX DATE please ???!!

OS: Windows 10

Issue: 100% disk usage bringing down my whole system perfomance

Workaround: NONE are working ( tried more than 40 suggestions including Microsoft one)

Requirement:

Windows 11 CPU not supported but meeting minimum requirements

Ian, this is why Microsoft kept the option of upgrading to Windows 11 open with a disclaimer.

Windows 11 install requirements

On health test says my pc not meet requirements for windows 11 install due to processor. It is i3-6006u, under the list of approved processors it is listed.
