Windows 10: Major bugs in Windows 11 File Explorer @ 23H2

I've just purchased a new laptop to run Windows 11 since my old one doesn't meet the CPU requirements even though everything else passes the Microsoft "PC Health Check". I then started to see all the bugs with Windows File Explorer introduced with Windows 11. I'm currently running 23H2 22631.2715 and I find that the bugs reported by other customers over a year ago with "Restore previous folder windows at log-on" are still present; when is this ever going to get fixed? Windows 11 23H2 upgrade broke File Explorer, it will not run

Good news!

Problem seems to be fixed by 2023-11 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5032190) update released 11/14 that I installed on 11/15. In the Knowledge Base notes is the following under File Explorer:

• This update addresses an issue that stops File Explorer from opening.
  

It worked for me, no longer have any problems, no need to re-install (somehow I couldn't roll back 23H2 update and had no recovery point before that time).

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
