Windows 10: Manual Setup in Network and Sharing Center, Not appearing. Win 10

Hello! I recently came into contact with a pre-owned PC

The issue I'm having is that I can not connect to a wireless network using my device.
I've tried checking to see if its an outdated adapter, of which windows says is fine for my device. I came across a guide using Network and Sharing Center. and I seem to have pinpointed a small difference in my options, and the options there.
When I open N&SC on my working laptop and navigate it Setup a connection or network I see four options.

Connect to the internet

Set up a new network

Manually connect to a wireless network

Connect to a workplace.

When I navigate my pre-owned PC, I see only three, with the emboldened missing.
I believe that if I can access this option, I could set up my network. I've tried all the troubleshooting tips I could find. Such as enabling network discovery, and running command prompts. None of which have worked. If you have any information as to why I am unable to see or use the emboldened option, please let me know!

The Windows specs for my PC are:

OS: Windows 10 Home
Version: 1809
Date Installed: 9/5/19
OS Build: 17763.475

Cannot open network and sharing center in windows 10

In order to understand the issue in a better manner, please share the following details

  Do you get any error message, when trying to open network and sharing center?
  

I suggest you to follow the steps below to fix the issue.

Method 1: Install all the Windows 10 pending updates and check if it helps.

I suggest you check for the pending updates in resolving the issue.

• 
  In search type Check for updates and hit enter.
  
• 
  Click on Check for updates.
  
• 
  Windows 10 will automatically install all the pending updates.
  

If the issue still persist, suggest you to try the below step to fix the issue.

Method 2: I suggest you to
Run the DISM Tool and check.

The DISM tool checks the system health and will try to restore the files.

• Right click on the Start button, click on Command Prompt (Admin).
• In the Administrator: Command Prompt window, type the following commands. Press the
  Enter key after each command:
• DISM.exe /Online /Cleanup-image /Scanhealth

• 
  DISM.exe /Online /Cleanup-image /Restorehealth
  

To close the Administrator: Command Prompt window, type
Exit, and then press Enter.

Windows 10 LAN Setup

I have 3 Win 7 computers and 1 Win 10 and Win 10 is setup the same as Win 7 on my "Workgroup" LAN. Personally I don't use "Homegroup", I find there are less problems with "Workgroup" once setup.
Make sure "File and Printing sharing" is turned on in Windows firewall and check/change settings in "Networking and Sharing center" to allow sharing.

 

Win 7 and Win 10 on network

I have home network with separate modem, router, and WAP's. My Windows 7 computer does NOT list the Windows 10 computers on network computer list but the Windows 10 computers network list DO list the Windows 7 computer.

Turned off firewalls, gave permissions, shared drives. Nothing allows Win 7 computer to access the Win 10 computers.

Any suggestions for a fix?
