Maximum Processor Frequency in Power Options stays at "0"

My laptop is a Lenovo X1 Carbon G10. I am trying to stop the fans from coming on frequently and cool the laptop down altogether. I have already:Set system cooling to PassiveSet maximum processor state to 50%Enabled Maximum processor frequency - here I am running into a problem; even when setting the frequency to 1200mhz well below the "0" maximum of 1700, the setting keeps coming back to 0. My questions: Is this happening because there is a BIOS setting that overtake the Windows setting? if so what should should I disable in the BIOS?What is the recommended setting Mhz wise that will result

    :)

  2. Maximum Processor Frequency in Power Options not Working Properly

Hi as described here I turned on maximum processor frequency in power options in Windows and set the max to 4 GHz; my CPU maxes out at ~4.8 GHz. If I resume from standby with the option enabled my CPU will throttle properly for a half minute or so then it will drop down from the specified frequency of 4 GHz to 1.7 GHz. If I turn the option on while Windows is running it will drop down to 1.7 GHz right away. I have updated the BIOS to the latest non-beta and am running a fairly frequent AMD chipset driver. I am using a Gigabyte X570 Aorus Ultra with a 5900X CPU. Any ideas what might be wrong and how to fix it? Thanks!
