Windows 10: Media Creation Tool 1909 doesnt work

Hello, I have been trying to make a bootable usb drive for my cousin's PC from my PC and I have download the media creation tool. But it doesnt run, when I click on it, it just shows this logo and makes my PC restart. And after restart there is nothing. And I try to run it again, it gives the same result.

Why is this happening? I have been searching for any information but I couldnt really find much. So I am asking here.

1909 Media Creation Tool

Where is Windows 10 Media Creation Tool for 1909? All I get when I go to the MS site is the "May Update" 1903.
