Windows 10: Media Creation Tool 1909

Why doesn't Microsoft offer alternative version 1909 for Media Creation Tool?

I can only get the 2004 tool and that OS is a nightmare of blue screens and driver incompatibility.
Even Microsoft Support from trouble shooting can't fix the multiple different blue screens caused by the 2004 version.

This is my work PC and I can't keep losing work and time with constant blue screens.

I am so sick of 2004, just need a link from Microsoft to get bootable usb 1909 so I may go back to normal.

Where is Windows 10 Media Creation Tool for 1909? All I get when I go to the MS site is the "May Update" 1903.

Media Tool Creation 1909 FORCING UPDATE!

I am trying to use the media tool creation 1909 to create an ISO file for my laptop but it forcing me to update to Media Tool Creation 2004 which my laptop does not support yet! is there anything I can do to get 1909 ISO instead of 2004?
