Windows 10: Media Creation tool, creating a bootable USB - How long?

It's been going for over 3 hours. It was stuck on 58% for at least an hour, and now at 59% for the past 1/2 hour. Is this normal?

Download Windows 10 and check if you are able to create the bootable media.

Does the Media Creation Tool create a bootable USB or DVD. If not how can I make it bootable?

Cannot create recovery drive or bootable usb using media creation tool

I have a Surface 4 and I am attempting to make a recovery drive and/or a bootable USB using media creation tool.

I have been searching the web and I have tried:

• sfc/scannow
• another USB drive

Any ideas what I can do? I have just completed this process on an older PC with no problems at all.
