Windows 10: Media Creation Tool fails to complete update

I'm trying to run the Windows 10 Media Creation Tool to fix a problem I have with a very long boot time. I have seen many topics regarding "there was a problem running this tool " but in my case I never get this. Instead, the tools looks like it is working properly, but right at the end, when Windows reboots, I get the message that it "failed" it doesn't say "error". No explanation, no error code.

I've tried running it directly and also from a flash drive.


Any ideas how I can get it work? I don't want to do a full reset.


Windows update works, but it doesn't fix the boot problem. It is now up to date.

Removal of Windows updates works up to a point where it says it can't remove an update.

Have done deep Defender scan, Malwarebytes scan, have run UnhackMe. Have tried system file checker, HDD test, memory test, reset BIOS to default. I have tried System Repair but that also fails.
