Windows 10: media creation tool for vista

Yes i went to the right webpage but when i click to go to the ceation tool page to takes me back to the same page that i just came from. i canot use my windows 10 computer, cause it has a blue screen saying BAD SYSTEM CONFIG INFO on the screen. I've been working 4 days not hours on my windows 10 to get it to work . i did the comand prompt and message microsoft advisers for help. I downloaded to windows 19 ISOfile to a usb and put it in and nothing comes up. now how do i fix this problem with the creation tool? i only have vista and nothing is asking me to create media for another computer. Please help and don't say go and download to media creation toll. I've been trying that all day. please help me. I'm working on a old dell

inspiron 1525 laptop and it's the only computer that i have to work with. my other desktop isn't working just a blue screen.
