Windows 10: Media Creation Tool for Windows 11 immediately crashes on start-up

When double-clicked, the Media Creation Tool for W11 gives me a UAC prompt, then doesn't open when given "Yes" on the UAC prompt.

Windows 10 Media Creation Tool Not Starting

I have not been able to get the Media Creation tool to start.

I have Windows 8.1, 64 bit, running on two laptops, Home and Pro.

I downloaded the 32 & 64 Bit versions of the Media Creation Tool.

Results of Running the 32 Bit Version of the Tool:

• An Access Control prompt,
• A Small, Blank, Dialog box with an "OK" Button.
• A Task Manager Entry: Windows 10 Setup (32 bit)
• Immediate exit, with no other user interface.

Results of Running the 64 Bit Version of the Tool:

• Access Control Prompt
• Creation of a C:\$Windows.~BT folder.
• Immediate exit, with no other user interface.

Attempted Fixes:

• Disabled all Microsoft Updates, notifications, downloads, etc.
• Created a "Local User" account with Admin privileges to run the program, (as the only accounts were Microsoft Live Accounts on the PCs.
• Deleted the C:\$Windows.~BT folder, when it appeared.
• Ran the "Get Windows 10" App from the Notification Bar, to see if it would do anything, (nothing).
• Enabled all updates to see if it would download anything.

No results have worked.

Installing from the ISO:

• The ISO asks for a Product Key, and appears that it expects a new product key, and will not upgrade for free.
• Installing it from the ISO did not work either, resulting in an error message, even after I deleted the C:\$Windows.~BT folder /l

The computer started using the Windows installation media. Remove the installation media and restart your computer so that Windows starts normally. Then, insert the installation media and restart the upgrade. (Do not select “Custom (advanced)” to perform
an upgrade. “Custom (advanced)” installs a new copy of Windows and deletes your programs and settings.)


I appreciate any advice or insight!

 

Media creation tool?

I can't get Edge or any apps that connect vie Edge to recognise that I'm connected to a network yet I can use IE 11 no probs.
The media creation tool starts installing right out of the gate without any option to "create" an ISO or USB. Will this repair install fix my problem do you think?
