Windows 10: Media creation tool hangs downloading Windows 10, Progress 0%

Trying to reset my laptop to factory since im running into so many issues with its normal functions when gaming. When i try and reset it to delete all the files it runs into an error so it deletes nothing. I was told downloading the windows backup on a thumb drive would help and that doesn't even work. Its progress is stuck at 0% for hours. The windows firewall and update are set to automatic.

I'm trying to create a bootable USB to install Windows 10 on a new drive. I've downloaded the media creation tool, and I'm running the program as admin, but it still hangs at"Downloading Windows 10, Progress 0%"

There are lots of references to this problem, but I can't seem to find a solution that works for me.

I tried:

• Right clicking to run as admin within admin account
• Running services.msc to check that Windows Firewall and Update are indeed set to automatic and currently running.
• Double checked that my thumb drive is empty and configured as FAT32
• Uninstalled antivirus and other extraneous software

@Andre Da Costa is the hero on this topic, but unfortunately many of the threads on this are now archived. Any suggestions I've missed?

Greg, follow up question for you: Do these options on tenforums refer to the bios of the system where I'll be installing Win 10, or to the system where I'm attempting to run the media creator?

• Option One: Use Media Creation Tool to create Bootable Windows 10 USB for Legacy BIOS
  and UEFI
• Option Two: Use "Rufus" to create Bootable Window 10 USB for Legacy BIOS and UEFI
• Option Three: Use "Windows 7 USB/DVD Download Tool" to create Bootable Windows 10
  USB for only Legacy BIOS

It refers to the BIOS on the target PC.

There's a strange workaround that works with the Media Creation Tool where if you install and run the Media Creation Tool onto and from the Flash stick it sometimes will work, overwriting the stick and MCT as it writes the stick with what it downloads to the
PC.

If you use Rufus pay close attention to the settings as it requires different ones for UEFI vs. BIOS and they can jump around when you apply them.
