Windows 10: Media Creation Tool

So, here I am, the official 'idiot'.

My sister has run into problems and her 7 month old Acer aio was repaired by the store where she purchased after the recent windows 10 updates. Today she has error code OBxcOOOO21a after her computer spontaneously tried to repair itself. The Computer just keeps switching itself off.

I have read many articles and decided I would have a go with the Media Creation Tool. Bought a new 64 g usb and decided today is the day. So I downloaded the tool following Microsoft Instructions using my own computer.

Now according to various web page instructions, once downloaded I should open the tool and it would ask me to 'accept' and then request where I want to put the download?

However, I do not get 'run' I get open which when clicked asked me "do I want to allow the tool to make changes to my computer" well the answer to that is "no" not 'my' computer, . If I press 'yes' it tells me to wait while it is getting things ready, at this point it does not ask where I want to install the tool.

I am now confused - I do not want any alterations to occur to my computer, so I am stumped and do not know how to continue.

If there is anyone that can help, kindly please, I know I am an idiot, but we are often told, even these days, to thoroughly read instructions, hence I am totally confused.

With regard to the site request below, Windows Version Number on mycomputer is the latest up to date version Not sure about my sisters, it was up to date a few days ago until it was 'broken' by the updates.
