Windows 10: Melbourne time zone not working

I tried to change the timezone doesn't work and I can't use administrator privileges.

Time zone

My phone sets automatically to the Pacific time zone (Solomon Islands) even though I am in Melbourne. I turned off the automatic setting, changed the time zone manually to Eastern time, and then turned the automatic setting on again, as you advised. But
it reverts back to the Solomon Islands. At the moment the time in the Solomons is different from Eastern time (sometimes it is the same because of daylight saving so it isn't an issue) so this is VERY frustrating. Why is my phone not picking up I am in Melbourne?

Fluctuating Time Zone Setting

My time zone setting is fluctuating regularly. It had been set to my local time zone, but has fluctated to a range of adjacent time zones over the last two weeks

These have all been verified by checking Outlook Calendar entries

The original time zone was Brisbane

it then changed to Sydney, Melbourne

about a week later it changed to Vladivostok

and today it changed to Darwin

I have not made any changes to settings in this time (I picked up the issue from Outlook Calendar entries)

I have changed the setting to Brisbane and turned off set time automatically

Appreciate any suggestions

 

Windows 10 Time Zone tool?

Tested this once again and did exactly what the steps from above. After booting into Windows it did change to UTC from the list of time zones from the date and time properties.

The actual time however was still Pacific Time. But when I connected to the internet now the clock shows UTC.

I did a command SYSTEMINFO and under Original Install Date it still has the Pacific Time.

So yes, I can confirm that to show the exact correct time you need to connect to the internet or else it will not work. The only changes that do work when not connected is that the correct Time Zone setting (UTC) appeared on the date/time properties after doing the TZUTIL command during install. But the actual time was still reflected on Pacific Time.
