Windows 10: Memory constantly at 90%+ after Windows 10 upgrade

Yesterday I upgraded my PC from Windows 7 to windows 10, and today I started having problems running games where everything was getting very hitchy. I checked my memory and CPU usage and noticed that my memory is now constantly at 90% or greater. The task manager claims that System is using the most memory, but it's only using aroun 250 MB, there is 7.6/7.9 GB of memory being used total. My specs are:

• Intel i5-4670K @3.4 GHz
  
• 8.00 GB RAM @1333 MHz
  
• 64 bit Windows 10
  
• MSI Twin Frozr Nvidia GeForce GTX 770

Is anyone else having this problem, or has fixed it? I looked around on Google and various forums but only found one post that seemed similar, and the person said that the issue involved an Nvidia memory leak and they had fixed it, but didn't explain how they'd fixed it. The post was also about a pre-release version of Windows 10 from May. Here's a link to the post

Windows 10 upgrade stuck at 90%.

Well it is the best OS ever, but by no means is an in-place Upgrade or a Factory Install (is this both?) the best install, and in fact most tech enthusiasts won't run either.

For that reason I'd invest the time to do one perfect
Clean Install Windows 10

following the steps in the link which have zero complaints by tens of thousands of users, then save a

Windows 10 Image Backup to use in place of reinstalls.

Resetting My Windows 10 upgraded PC to Factory Windows 7 Can I upgraded back?

My Windows 10 PC has been sluggish for a while. Always running at 90% CPU and over 70% Memory. I tried the suggested Windows "How To:10 Tips before installing the Latest Windows 10".I have ran Windows Defender Antivirus, Clean up the registers, optimized
the hard drive, remove programs not being used and still it runs constantly very, very slow. HP recommends to reset it to factory. I am contemplating that idea. My question is that My PC was originally Windows 7 and was upgraded for free by Microsoft to Windows
10 in 2016.

So, if I were to reset it to factory can I still upgraded for free back to Windows 10?

Any thoughts will be appreciated. My HP Compaq Pesario has 280 GB in the hard drive Free 91.2 GB and 3 GB of Memory. It ran fined when was updated to Windows 10. It has the latest upgrade version 1703 Windows Home.

 

I lowered ram usage by disabling windows defender, cortana and one cloud. But I dont have such a problem at all. And I have crappy pc but its working excelent. Athlon 5600+ x2, asus m2n-mx se, 2gb ddr2 ram.
