Windows 10: Menu/toolbar disappearing

Hi, this isn't an issue l'm having but one my boyfriend is. He's having lots of trouble on his current laptop and he has deadlines due really soon.So first the software he was using Reaper just froze up, refused to respond, and then he rebooted his laptop bc he'd been having issues with Reaper freezing up on it for quite a bit now and also general battery issues with it that seemed to have been fixed by a laptop repair shop as well as plugging it in different outlets.Right now the issue is that whenever he tries to hover over the menu bar it's just. Not there. As in, it shows the options f

I have just upgraded to Windows 10 from Windows 7. To my surprise, the menu and toolbar in Internet Explorer have disappeared. Pressing Alt and Alt+V worked once, but following a restart, it did not work again. I can live with the horizontal scrollbar
gone, and the disappearance of the personalization options, but I would like the menu and toolbar back, especially the favorite tab and bar. Can Microsoft fix it for me? Thanks.

I have the anniversary update for Win 10. Now when I play certain games part of the toolbar disappears, returns & disappears until the game is done then the toolbar is back. The top of the screen flipping back & forth during agame is most annoying.
Any suggestions on how to stop this.

I suggest following the instructions down below.

Just use these keystroke combinations:

Windows and Linux: Hold down the “CTRL” and “Shift” keys while pressing “B“, to make the bar reappear.

Mac: Hold down the “Command” and “Shift” keys while pressing “B“.

The bookmark toolbar should now stay in place. ... If the Chrome bookmark bar keeps disappearing, check a setting using these steps: Select the “Menu” button in the upper-right corner, then choose “Settings“. In the “Appearance” section, turn the “Show the
bookmarks bar” option to “On“.
