Windows 10: Mess

For months i have a multiple problems.* Hardly can download anything, almost everything gets blocked with no options to allow downloading.* I have no access to Security settings, get "this app can't get open" or buttons are grey-out, errors 0x6D9 and 0x80070422.I already feel like a stranger trying to get in someone's computer.* I've lost Notepad and can't install it again use a Notepad +++ , which is good, but the fact and an obvious problem is still there.* Can't open old files texts, pdfs,..; photos - only 50% and only through "open with" for each picture.* Never used OneDrive, but tryi

1. Turn on the computer.
2. Immediately press the Escape key repeatedly, about once every second, until the Startup Menu opens.

2004 Update Messing with Bluetooth.

Hopefully you won't have to do all the steps, as something should work before you get too far down the list. But I ilke to be thorough and include everything so at least something will work. This lets you work at your own speed without being dependent
on me to spoon feed each step, since I already know them all that work.

What did the Turn On Bluetooth link - which should open the Bluetooth Control panel do - exactly that messed with your machine?

Yes, I do think that is my problem, but I couldn't find a way to remedy it. Sorry for the screenshot being in Hungarian, if you need I can translate it. And don't mind the 500 MB partition, I tried to do a fix from a similar thread which suggested creating it, but later steps didn't prove successful.
