Windows 10: Message -- It looks like yon't have permission to save changes to this file

I get the message in this subject line when trying to trim a video using the photo app's Movies & TV. Mine is a HP laptop using Windows 10. The videos that I'm trying to trim were converted to mp4 from dvds using the VLC app. Home movies-- no copyright protections. I converted similar dvds using the same VLC app about a month ago and there were no problems.

I've tried moving the mp4 movie to a different location before trimming but get the same message. I tested out trimming other older videos that are in my video folder and did not have any problem in those cases.

I'm guessing an issue that showed up in the photos app some time over the past month. Or some problems with permissions. But, I'm the administrator of this pc. I've limited knowledge of computer systems and can't figure out the cause or the fix. I've done some online searching for solutions to this message, but haven't found anything that works. Really wanted to get these videos trimmed so that I could use them to make some Christmas presents for family members. Getting frustrated to the point that a new Mac is starting to look better and better to me. Help !

Saving edited photos. The message is "It looks as though don't have permission to save changes to this file"

Some changes have come to Windows 10 without my knowledge. When I now edit a photo II cannot save it. The message is "It looks as though don't have permission to save changes to this file"

What have Microsoft and how can I change it back . . I've tried various things but they don't work.

Every time I try to save a file change I get this message: You do not have permission to open this file. See the owner of the file or an administrator to obtain permission.

this is for a file... how for a folder and ALL subfolders and files
