Windows 10: MFPlat.DLL not working or downloading.

I have Adobe AfterEffect. When I open it, it says MFPlat.dll not found. I have Windows 10 N Entreprise so everywhere they said I need to download it manually. I tried getting it from Microsoft's Website but it said the most recent edition cannot be downloaded directly and it needs to be done from settings. When i go to settings, I get errors and any optional feature doesn't download. I tried downloading MFPlat.dll using command prompt and it starts downloading but gets stuck at a certain percentage...I saw many resources online. Some suggested modifying the registry and setting a value from 1 to 0 but somehow even that value is not present on my computer.

The problem is, that the required DLL is not actually even listed there.
There are just dozens of download adware links from the top to the bottom.

Why don't I just go back and indicate that on my original post? That way there's access to the 'step-by-step' instructions, which are accessed via those green 'plus' signs next to the topics.
