Windows 10: Micro stutter on high end and mid pc

Hello, I have buyed new pc for a year and 2 or 3 months and I have been experiencing fps drop and stutters and it happens on all games I tried lowering resolution still same problem tried lowering graphics still same problem disabled HPET and dynamic ticks and that Microsoft root thing in software devices and tried disabling tpm even that I have Intel not and tried ddu all that didn't work and this makes games unplayable so is there any solution for this and also temp doesn't exceeds 70 or 60 and also I disabled intel turbo boostSpecs:Rtx 3060ti aorus eliteI5 12400fRam: xpg 3200mhz ddr4 8x2Psu

PC micro stuttering

My pc has micro stuttering in almost every game, and sometimes i feel like its not smooth even in browser, and i feel like its not giving me the right performance id expect from that pc basically a lot lower fps then the normal, gta 5 lags so much basically no reason, and it gives me less fps than the normal , and when i lower the settings from very high to high almost nothing changes, the framerate and micro stuttering are almost the same, im not sure if its a gpu problem or something else, sometimes when i record with Geforce Experience the record stops, and if i try to record again my pc Crashes for “Video schedular internal error” , my bios is updated , also the gpu

Check your internet connection i know it might be a long shot but if its not on the right freq it could do that is well you should ping your internet

CMD as Admin type in ping

You should see your connections as well it is a long shot but couldn't hurt to try list of options go from there
