Windows 10: Micro Stuttering in windows

This week I started experiencing some micro stuttering in a few games of mine I play regularly and thought it was a game issue but after leaving the game I kept having the same problem. I thought it might have been a monitor issue but it happens on all 3 of my monitors and it happens in everything, chrome, games, settings. Its just a constant stutter every half second to second whatever on the screen stops. I have tried driver updates, both for GPU and windows. This problem happened before I did the updates but didn't have any recent updates before the problem stated.


System:

cpu: 3800x

gpu: 1660ti and 4200k

mobo: x470

ram: 32gb

windows: win 10 ver. 2004

Ok now we know you are on the latest version (note: you should update your specs on this site to avoid future confusion) there are a number of threads that have already suggested a number of fixes for stuttering. Try this one and work through the various suggestions.

Windows 10 Stuttering / Freeze

 

Windows 10 micro stuttering in games.

I'm having issues with windows 10 playing games, I get micro stutter in Counter Strike Global Offensive, BeamNG.drive, Rocket league, in all my games, the framerate is good, the micro stutter seems to fade way a little after I disabled windows defender
and installed another anti virus, but It's still there, specially playing online, could someone please help me finding a solution. My motherboard is asus prime b350 plus, ryzen 1600x, gpu evga gtx 1060 3gb supercloked, ram 8gb ballistix sport ddr4, cooler
corsair h60, I have updated the bios to the 0806 version.

 

Micro stutters when i right click on desktop after windows 10 fall update.

After the update, Whenever i right click on the desktop it micro freezes for a second before listing the options. this did not happen earlier.

windows is also installed on a ssd, so there is no issue with processing speed, it just micro stutters when i right click on the desktop.

please help me out solving the issue.

it really bugs me when everything freezes for a second.

NOTE : before the update this never happened.
