Windows 10: Microsoft account log in and other windows pop ups open and close immediately

Can't log into Microsoft account * Not a password issue*

I recently upgraded from Windows 7 to Windows 10 and when Windows 10 booted up for the first time it logged me into a local account. This is fine but I would now like to log in to my Microsoft account so that I can download apps from the store and link with
my Xbox. I followed all instructions about changing accounts and got to the Accounts page under settings and when I click on the hyperlink that says "sign in with a Microsoft account instead" nothing happens. A window seems to pop up and then closes immediately
but ultimately nothing happens.

I also attempted to sign in to my Microsoft account through the Store with a similar result. From the store home page I click sign in and then the pop up window asks me to choose an account with "Microsoft Account" as the only option listed and when I click
Microsoft account I get a similar result where a window seems to pop up and then closes immediately but nothing happens.

  Click on (…) at the top right corner.
  
• 
  Click on settings.
  
• 
  Click on View Advanced Settings.
  
• 
  There you will be able to manage Pop ups.
  
• 
  If you don’t want then you will be able to turn on/off.

I have the exact same issue. If I follow the above steps to 'Add someone else to this PC', I get a blank window pop-up. It does not pop-up blank then close immediately like the window that pops up when I select 'Sign in with a Microsoft account instead'.
At this point I am thinking about formatting the damn thing and putting windows 8.1 back on.
