Windows 10: Microsoft apps

Hello, I am not able to start Microsoft Store, Feedback, or Get Help apps. I have tried many things to fix this including running command in Powershell and command prompt like sfc /scannow, downloading packages, which came back with errors saying the package was already downloaded, and others. I have also tried terminating the app which does not work, troubleshooting, and updating windows, as well as looking for wsreset.exe, but it is unable to find it.I also cannot manually change my date and time.How do I fix this? Please Help.
