Windows 10: Microsoft arc mouse not discoverable

This is my second microsoft arc mouse. Am on Windows 10, bluetooth version 4.0 is supported. The device was working fine until i unpaired the mouse.Now, it's not discoverable when i try to add the mouse. I see the blinking LED. Tried on 2 other PCs as well but no luck. Is it a hardware issue that was waiting to strike until i unpaired the mouse? Having a nightmare with microsoft products lately.
